MariaDB default encoding utf8mb4 and maintenance

* MariaDB encoding is set when creating DB through the entrypoint
* Cleaning Dockerfile
  * Removed `POSTGRES_USER`
  * Combined run commands
  * Changed deprecated `MAINTAINER` to `LABEL`
